Not certain, but this looks like the late John Sandberg's race #28 "Tipsy Too". This was his second Reno racer, following a P-63 he called "Tipsy Miss". "Tipsy Too" raced in the early '80's, and was badly damaged in a hard crash landing after an engine failure following a heat race. Not sure what became of the a/c after the wreck.

This P51 is now being restored in the Netherlands by the Early Birds foundation and is being repainted in the colors of the 357th Fighter Group Trusty Rusty flown by Capt Robert P Winks.
It's going to have dual controls.
